PRIOR PERMISSION REQUIRED (PPR) REQUEST

CLARIFICATION

Aerogare Civil das Lajes wishes to clarify that submission of PPR Form C – Flights requiring LPLA/TER as Alternate Aerodrome, is only required when an air operator plans to use LPLA/TER as alternate aerodrome to the destination aerodrome

Submission of a PPR Form C is not required for a flight having LPLA/TER as ETOPS alternate since the use of LPLA/TER will only occur in an emergency situation.

1. The PPR request processing is under the responsibility of the Operations Department of Aerogare Civil das Lajes. PPR Requests shall be addressed to:

2. A PPR issued by the Operations Department provides the necessary authorization for a flight to operate onto Terceira Airport – LPLA/TER – and the guarantee of parking space for the date/times expressed in the request. In no case, a PPR issued by the Operations Department is guarantee of handling or fuel services, which shall be contracted separately.

3. All flights using LPLA/TER are required to contract a handling agent. For additional information please refer to http://aerogarelajes.azores.gov.pt/handling.aspx

4. PPR Requests shall be submitted as early as possible to allow a planning commensurate with the operational needs. PPR for flights operating with aircraft code “D” or larger (wingspan greater than 36 meters) requires previous coordination and approval from the Military Air Base due to parking limitations on apron “Charlie”. Paragraph 6 indicates the required times to submit PPR Request.

5. Changes to the date/time of arrival and/or departure and to the type of aircraft shall be notified not later than 8 hours prior to EOBT to ensure PPR validation. The absence of notification can result in loss of parking space and consequently in the PPR cancellation.

6.Operators shall submit the appropriate PPR Request Form according to the type of operation. Forms shall be completely filed in order to avoid unnecessary delays in the processing. The following forms tailored for the traffic using Terceira Airport – LPLA/TER – are available:
a. Form “A” for General Aviation and Charter Flights
b. Form “B” for Scheduled Flights
c. Form “B1” for changes on Scheduled Flights already issued with PPR
d. Form “C” for flights requiring LPLA/TER as alternate aerodrome
e. Form “C1” for changes on flights requiring LPLA/TER as alternate aerodrome already issued with PPR
f. Form “D” for Non-Scheduled Flights
g. Form “D1” for changes to Non-Scheduled flights already issued with PPR

7. PPR Requests shall be received by the Operations Department during the regular duty hours from 07:00 to 21:00LT, Monday through Sunday. PPR Requests shall be submitted as follows: a
a. General Aviation and Charter Flights – Form “A” – PPR Request shall be submitted until 8 hours prior to EOBT. PPR Form “A” is prepared to submit new requests, changes and cancellations.

b. Scheduled Flights – Form “B” – PPR Request shall be submitted until the 25th of each month for the flights scheduled for the following month. Changes to an issued PPR shall be submitted using Form “B1”.

c. Flights requiring LPLA/TER as alternate aerodrome – Form “C” – PPR Request shall be submitted not later than 8 hours prior to EOBT. Changes to an issued PPR shall be submitted usingForm “C1”.

d. Non-Scheduled Flights – Form “D” – PPR Request shall be submitted not later than 8 hours prior to EOBT except for non-scheduled flights between the Azorean Archipelago islands which can submit the PPR Request not later than 1 hour prior to the EOBT. Changes to an issued PPR shall be submitted usingForm “D1”.

e. PPR Request for flights operated by aircraft code “D” or “E” shall be submitted not later than 24 hours prior to EOBT due to parking constraints.
f. PPR Request for flights operated by aircraft code “F” shall be submitted not later than 72 hours prior to EOBT due to parking constraints.

8. All flights shall comply with the requirements expressed in AIP Portugal GEN 1.2.2, GEN1.2.3 and GEN 1.3.

9. The PPR number issued by Aerogare Civil das Lajes shall be inserted in item 18 of the Flight Plan.

10. Operators shall check AIP Portugal for additional information.
